No, all of these would be drawn out and most likely not helpful.  

You draft up a letter with the name, title and address to your state Commissioner of Insurance. 

You outline all the malfeasance and say you are asking for an investigation, you suggest there may be a pattern of abuse by the company.

At the bottom, you copy the name of the CEO of the insurance company, your agent’s boss all by name and then your agent’s name. 

The good part? 

You just email the draft letter to your agent and say you are thinking of sending the letter.
